Yes, in like stop paying for extra bandwidth that TMNet has no intention of supplying you. Simple as that. If P2P is blocked, $60 line is as good as a $90 line, heck - even a Dialup line (if you calculate the line costs) is just as good for regular surfing and email.

A lot of ISPs (American/Canadian/European) charge by the gigabyte downloaded. They don't care if its P2P, BT, FTP or HTTP - you just pay by the gigabyte.
