celcom mobile plan question, anyone sign the contract before?

So recently I signed 24 month for a Sony z3 mobile plan, monthly plan is RM85
When the bill arrives in, I have a long debate with customer service.
I have to pay something called early termination contract prorate fees for RM20.83
So I don't understand why am I paying something I don't need to? And rebate of what? it says the RM20.83 was divided by 24month of RM500 penalty charges, so I am not teminating my contract why I'm paying?
Secondly its not gonna refund me when I finish the 24 month contract,
I left with confused. I have an advance payment RM450 if I terminate now I have to pay RM500 it mean I brouhht the phone RM2600 Sony z3.
Anyone can answer me of this bill paymeny question?
And there was this 6% service chargEs... omg
