from the computer containing the GTA V game, Steam folder > SteamApps > common > GTAV folder. copy that.

w/o launching steam, go to your computer same location, inside common, paste the GTA V folder. launch Steam, go to steam store and search for GTA V (or just your library) and click install game.

i tested this, it worked for me 3 games, which is L4D2 and NMRiH and also warframe did not test others, i think Dota 2 can also work like this i cant recall if i tried last time.

how to know if it worked, it should say "identifying existing files" or smth similar before/after allocating disk space and then u just need to dl a small amount of files around 200mb or so. if it still pops up 59gb means it dint work. gl

Cant quite relate to your statement. I assume that u mean, say Postal, u dl the game (via steam duh) > launch the game > and steam just say your status is online (blue, green for gaming for the profile pic there). is tis your case?

but at any rate its prolly your local steam files problem

no, its more like a prevention of fraudulent activities in the community market. they bar u from selling items u just bought, at which i really dont understand why it does apply on crafted items as well.
