no, it's not about the gst charges percentage. i mean before gst, they can just swipe rm300 everyday at 10am no matter have any sales comes in or not. at the end of the day/month they can do the adjustment to balance up the accounts.
let's say they swiped rm300 every morning 10am but at the end of the day their daily sales is rm1k. and maybe out of the rm1k is rm600 cash sales and rm400 cc sales. so they can adjust from the cash sales to be rm300 and cc sales rm700. or based on their sales trend, they can also do adjustment/balancing by weekly, fortnightly, or even monthly to justify that daily rm300 swipes.
and even though if they couldn't get any sales at all for the whole month, they still can swipe that rm300 daily. what they will do is that in their accounts they will issue a credit note to deduct the amount out saying that customers return the goods or as a compensation to customers due to defect of product, etc. (there are many ways to do it).
but when each transaction involve gst, all these transactions could not easily covered/adjusted with false accounting. lol...
