Can browse using NDSL? Does it come with browser software or have to buy/download rom?

My friend complained couldn't connect wifi at home. His wifi was set up with WPA-PSK authentication (with network key) for security.
According to nintendowifi, must disable security setting in order to connect !! That sucks. Or have to try free wifi at starbucks kind of places. |
