VSCO is an app, not a filter. It's free, although you still need to make in-app purchases for certain filter packs. I'm not 100% certain how many filters are free and how many are IAP, since I don't use it myself. Most of my apps are paid. Here's a screenshot of my "imaging & misc" screen. Only the last 6 icons are not photo/art related. From the rest, search for them in the app store and double check with the icons to make sure it's the right one.
