PETALING JAYA, March 22 — Following accusations by taxi drivers, the Land Public Transport Commission (SPAD) has denied it has not been serious in taking action against Uber vehicles and drivers.
“From last October to now, we have impounded 28 cars — 17 offering Uber services, 10 under GrabCar and one Blacklane luxury car — offering illegal transport services to the public. Of the 28, 11 are privately owned,” said SPAD enforcement chief Datuk Paduka Che Hasni Che Ahmad.
“These 28 vehicles committed 53 offences under the SPAD Act 2010 and we have sought court orders for the government to claim the vehicles so they can be auctioned.”
The vehicles in custody at the SPAD storage depot include Mercedes Benz (E200, E230 & S280), Toyota Camry, Kia Optima K5, Nissan (Teana, Sylphy and Almera), Hyundai Elantra and Perodua Myvi.
“Uber exploited the car-for-hire permits issued for to car rental or car leasing companies,” said Che Hasni.
It is understood the vehicles were not registered under Uber, GrabCar and Blacklane. Uber and Blacklane only offer cashless payment while GrabCar offers cash as mode of payment.
“These apps providers do not own any vehicles. For example, Uber hires a local firm to source cars from car rental or car leasing companies to cater for the bookings and, at the same time, supply the drivers,” Che Hasni said.
“Uber does not deal directly with car rental companies because it acts as a middleman.
“In other words, Uber is merely a ‘matchmaker’ by offering chauffeuring services via app, rather than a public transport provider.”
SPAD was unable to block access to the Uber app because Uber Malaysia Sdn Bhd has a telco licence from the Malaysian Communications and Multimedia Commission.
Che Hasni said it was difficult to identify vehicles offering these services because they worked under the guise of driver transporting people using private vehicles.
“We had to go undercover as customers for several months to nab these drivers and seize their vehicles because we couldn’t detain anyone at roadblocks,” he said.

So much to catch uber driver,need undercover till months but taxi driver charge mahal buat tak nampak.that one undercover one day pun easily can catch 10 driver.

Salam Semua,
Malam ni aku nak ceritakan pasal permit teksi.
Korang semua biasa naik teksi, kadang2 korang tertanya / akan bertanya kepada driver taxi tersebut samada teksi yang di pandu dia punya atau bukan.
1 - Driver yang menyewa
Driver ni selalunya sewa teksi dengan kompeni / individu dengan kadar minimum sekarang ni RM50 sehari. Biasanya driver ni tidak akan menanggung segala kerosakkan teksi, so dia main belasah jer laa bawak teksi tuh sampai ranap ... owner ler kena tanggung semua. Hehe
2 - Driver yang menggunakan permit kompeni
Driver ni menyewa beli dengan kompeni teksi tersebut. Konsep dia same jer cam korang beli kereta. Kalau korang beli kereta, korang akan pinjam 9 tahun dan berhutang dengan bank. Bagi pemandu teksi pula dia akan berhutang dengan kompeni, cukop tempoh teksi tersebut akan jadi hak milik pemandu dan pemandu hanya akan terus menyewa permit sahaja dengan kompeni, sewa permit minimum sekarang RM18 sehari.
3 - Driver yang menggunakan permit individu
Driver ni memang memandu kereta sendiri & permit sendiri. Kalau korang perasan teksi berwarna biru + merah, itu adelah perbezaan dengan individu & kompeni. Kalau tak silap bayar untuk permit tersebut hanya RM150 selama 7 tahun.
So, ramai orang akan bertanya kenape tak nak mintak permit sendiri ?? Hehe ... nampak cam senang jer kan. Takper, aku akan terangkan kenape kat korang sebagai mana aku terangkan kat penumpang2 yang selalu bertanya begini.
Buat mase ni SPAD dah bekukan pengeluaran permit teksi budget. Bukan senang nak mintak permit teksi ni. 2 tahun lepas mase LPKP di kawal selia oleh Datuk Nazri, dia pernah buka 3000 permohonan untuk individu ... so mase tuh memang berebut orang mintak. Ada yang dapat, ade juga yang tak dapat. Orang akan tanya ... sedare ade mintak tak ??? sila bace seterusnya
Bukan aku tak nak apply ... mase tuh aku dah tanggung 1 teksi iswara dengan kompeni yang aku sewakan pada kawan aku sekarang & aku pula menanggung 1 biji teksi waja dengan Public Cab. Kalau aku dapat permit nanti ... ape aku nak buat dengan 2 bijik teksi yang masih berhutang tuh ?? Kalau iswara tuh takper ler gak sebab kawan aku bawak ... yang waja ni plak ?? sape nak bawak ?? jual balik ?? bape sen sangat ler aku leh dapat ... so, aku putuskan baik aku bawak jer laa dulu waja tuh.
Macam2 masalah yang aku dengar dari orang yang dah dapat permit teksi ni. Korang ingat, bile dah dapat permit ... korang dah boleh memandu dengan tenang ?? salah beb ...
Bile dah ade permit ... korang perlukan deposit tuk keluarkan teksi, kalau korang memang dah ade teksi lame tak per laa ... boleh terus convert. Kalau korang nak kuarkan teksi baru ..... kurang2 deposit korang nak kena ade ialah RM10k ... 10k ??? mane nak carik .... tau takper, kiteorg ni bukan orang kaye boleh carik RM10k ... hehe. Tu ler salah satu sebab nape orang lebih selesa beli dengan kompeni, kalau dengan kompeni deposit dalam RM5k, kalau tak cukop siap boleh hutang deposit. keh3
Korang ade RM10k ?? mantaps arr .... lom abis lagi ... korang mesti nak kena buat loan dengan bank, bank pulak mintak dokumen macam2 contoh "payslip" .. mane ler pemandu teksi ade payslip ... keh3, terus bank reject. Ade pulak yang dah berumur dalam 40 ke atas .. pun bank reject sebab faktor umur. Adoiiyaiii ... susah nye ....
Loan dah lulus ?? Hehe, cayokkk laa ... eH, lom lagi sedare. Sekarang permainan jurujual pulak. Paling cepat kawan aku penah buat untuk keluarkan teksi baru dia 3 bulan, paling lame 9 bulan. 3 bulan tu sebab dia "jolok" jurujual tu supaya percepatkan proses. Kalau korang marah2 / berlagak dengan jurujual tuh jawabnya 9 bulan ler baru korang akan dapat teksi. Dalam mase 9 bulan tu korang nak buat ape ?? kah3. koyaks.
Susahkan nak jadi pemandu teksi permit sendiri ??? Tau takper. Hehe.
Aku penah bawak sorang Dato Menteri yang duduk kat Kelana Jaya dulu. Korang tak caye ?? cube korang tanye dia, aku amik dia tengah malam bawak dia gi PWTC. Siapa ?? korang siasat sendiri ler kay. Keh3
Datuk tersebut beritahu aku hal sebenar berkenaan dengan permit teksi individu nie. Dia kate sebenarnya bile dah dapat permit sendiri tuh, korang boleh take over teksi yang korang masih hutang dengan kompeni untuk convert ke permit korang so, takde ler korang tanggung hutang banyak sangat dengan bank. Itu ler konsep sebenarnya ... tapi kompeni merahsiakan konsep tersebut sebab taknak rugi permit diaorg. keh3. Sebab tu ler orang miskin akan terus miskin sebab di tindas oleh orang yang berkemampuan.

This news is only to serve to show SPAD got power. can bully uber taxi and call them taxi sapu, but all these while turn a blind eye on taxi sapu

Spad is stupid. How about our taxi drivers, rude, dirty and cheat customers. Even airport taxis are cheaters.

Do illegal stuff, never apply any license or undergo any road test requirement but want to do business.

Does SPAD have an option for people to complain and report about Taxis that refuse to use their meters?

teksi malaysia sucks. i kena conned many times ady. bodo punya teksi drivers. ask use meter don't want. if i say too expensive, he want to tumbuk me. fuck la teksi driver. spad oso buat tak tau je. bukan kes 1 bulan. dah bertahun tahun sama.

Word. KTM Station to my house so near want charge RM20. Not 1 but all the taxi in the queue. Want to help them taxi drivers but they no help themselves. So go makan rumput. This is why now I always choose Uber everytime. SPAD so proud put in facebook, newspaper, TV everyweek say tangkap grabcar,uber. I wish they were as enthusiastic as this to catch those taxis. But my wish will never come true. |

There are many $$$ policies for cronies to leech from the taxi drivers  So they catch and fine Uber & other services, then people continue to be taxi drivers to pay $$$ to them You can find out more on interviews about that through BFM or news website. |

SPAD please read my post here. P Lease solve this problem immediately. Either you legally UBER with more rules or your permanent ban UBER or other related services.
It happen to me on one particular occasion. I was travelling from KLIA2 to KL sentral. Just like another day I was waiting my parents to come to fetch me in KL Sentral KL transit (Arrival gate).
There was a couple foreigner (Angmo) actually used UBEr app to get driver instead of going to the counter to get ordinary taxi.
A young guy (UBER driver) driving Perodua Axia to fetch the foreigner. I would say that if the customer is local then it would not raise any suspicious. However the young guy is actually fetching a couple of foreigner and it becomes very suspicious. He was then stop by a gang of taxi drivers ( Around 10 to 15 people), he was then eventually forced out from his driver seat due to the pressure from the gang of taxi drivers.
The foreigner was actually stun by the incident probably not knowing that our country have unsolved problem between SPAD, UBER and taxi.
After that, what I heard was Are you a UBER driver! Are you a UBEr driver. It went on for at least 10mins as the youngster is denying the facts.
After much persuasion from the taxi gang saying that they just want him to admit and make sure that he will never do uber again. The youngster eventually admitted that he is a UBEr driver at the time.
The young guy actually felt very scare probably some still studying in University. While the majority of the taxi people agree to let him go (around 95%) including Pak Cik, Ane , or Cina Bibi. There was a few taxi driver actually took his car key and hide it somewhere. They rant furiously that they will never let him go until Police and SPAD come.
I wish to continue the story but my parents arrived at the scene to pick me up. I don't know what happen eventually as it is not in the news few days later.
At the end of the day, I wish SPAD to resolved this problem as soon as possible. Either you completely legalize or ban it completely. To be honest UBER/GRABCAR system is not fair to honest taxi driver as they need to go through a hefty process to get the license and not to mentioned they have to rent the license from KoNie company which cost they around RM60 to 100 daily.
