Misleading. 5% cashback only for certain Amex cards only, not ALL amex cards.
For M2 Amex (Gold/Platinum only), 1 treatpoint (+weekend CB) per RM only at SEBCares [Utility].

For M2 Amex (Gold/Platinum), weekend rebate is not a promo.
For newly launched Amex Cashback card, 5% welcome bonus cashback is a promo.

You always have alternatives, Visa or MasterCard, and most likely + Unionpay in the future. This 3 choices are good enough for shopping and Amex/JCB/Diners are not popular so the merchants and users are giving up.

5% rebate + 5TP scheme will not last too long, as Maybank earn around 0.8% now from 6% (before 2015), down to max 0.48% only from 1/1/21.

Only PlusOne member can get discount and earn EZ Credit.
You can redeem Maybank Treatpoints on-the-spot, 500 TP = RM1.
The balance can be paid by using any credit cards, cash or Boost, not limited to Amex.

Annual fee is RM12. You will be given a physical member card.

Yes except utilities, insurance, govt, education, e-wallets, petrol and strictly for personal use only, not for business purchases.
