CPU Heatsink

Hi, Recently I took out the heatsink of my processor to clean it up. I cleaned up the heatsink and the thermal paste as well. Now, i put the heatsink back without thermal paste this time temperature: processor zone = 60 - 65 (loaded) deg system zone 1 = 37 deg system zone 2 = 40 deg processory fan = 3450rpm P4 @ 2.8Ghz, is this normal ?
