You can call their hotline 03 2080 4455. Better call early in the morning after they are opened. The extension is 4, 1, icnumber + #, 0
I apply for the waiver on 13 Oct 2015 and received letter from PTPTN on 12 Jan 2016 stating my application is successful. Took them 3 months to process.
