Is normal. Even the Nikon D610 has a bit of problem focusing at low light. Turning on the AF Assist light helps a lot. And try use single point AF and aiming at high contrast target.I'm super frustrated. Or, sell you camera and get a camera with -3 ev focusing capability. For instance, the D7200, Canon 7D Mark II or even a Pentax K-5IIs.
