Celcom First basic 38 monthly commitment is RM38 or RM48 (ex GST)?

Why the dealer told me is RM48 which the two movies add on RM10 is compulsory?

My friend MNP from Maxis to Celcom B38... why they took 2 weeks but still in processing?

Celcom claimed Maxis hasnt released to them..
