Honestly, no.
Retailers won't care.
Why I said so. Cause codes are abundant. Like yesterday, I walked into EB Games store asked why I haven't received my Kombat Pack for MKX as I preordered, immediately they just processed and got the code.
Nice being friends with staff with EB Games. Cause if they got extra codes, they can just give to friends haha!
Overseas, Early Access and all this pre-order items is just an incentive to get the game.
Retailers do not make money from pre-order but only from the games.
Let's say you get the pre-order codes, you eventually still need the game to play right?
Hence that's why giant game retailers such as EB Games, Gamestop, UK Games and GMG do not really care.

Early access code as what it's hinted. For early access to the new content before official date. It's distributed through your email that you made purchased from through your registered email account. Like during 2.0, i received my early access code through my email from the online japan retailer i bought from. It's 2 weeks before official start of the server. The physical copy arrived seating on my desk after 2 days later from official date.
Every copy of early preordered heavensward should have early access code. I remember that it was distributed by SE themselves and forwarded to me from the online store through email first .
The physical copy came along with the same early access code written on the pamphlet as what you described later.
Each company has their own practice.
Not surprised Amazon JP does as such where they charge full before giving you the codes.
I do not think the pamphlet is in game.
It should be separate.
If you get the codes before the game. I assume it is out of the game itself. If not you get 2 codes haha!
Regardless, what I am trying to inform, if you want to secure the pre-order goodies, best get online where pre-order items are actually listed and not local retailers as chances you won't be getting it if they do not deal properly.
