Flash ur bios to the latest one and try again.Although you're using VIA chipset doesnt mean you cant clock ur proc.

7800GS may require quite high power plus u add some more hardware Extreme Power 380Watt just lazy to oc that kind of system. Just upgrade ur PSU may solve the problem.
