GST on Top Up, Consumer pay all 6%?

nope, there is no double charging.. see the last footnote
•All prices are inclusive of GST. For Prepaid, GST has been paid upfront upon top up.
It is government requirement to show prices inclusive of GST.
The tax is strictly applicable to services likes calls, sms, umi, etc but is collected upon purchase of top up to avoid rounding issues. For international roaming charges, the tax paid upon top up will be credited back.

the gst is collected upon topup only
so your credit will only be deducted 3/8/10 sens
umobile quotes the charges as gst inclusive because the law requires so
