Found a dog

Has MBPJ license for 2013-2014.
very undernourished and has a chunk of fur missing on its back

anyone know how to find out who the owner is from the MBPJ license?

Black and Brown,

Unsure of breed, has a choker chain with MBPJ license on it. No other information. Refused to get into car could not bring it to a vet to scan for microchip
