I am very new to camera because phone camera cannot fulfill my need, so i am now actually looking for a good selfie camera. I went to camera shop and got recommendation of two camera from them.
Samsung NX3000 Sony A5000
I am more keen to Samsung. What you guys think? Any other good camera is better (Within the price range of 1000++)?
I need a good beginner camera which can capture good picture at any situation, easy to use, many effect available.
Please advise.

*I'll go with Sony. Try to increase your budget for an A6000.

Seeing that you're from phone camera, and want a "selfie camera", are you planning to buy lens for your camera? If not, get a good compact camera. There's no point in buying a camera that can change lens and you're not gonna buy lens for it. Plus, interchangeable lens camera is bigger in size than your phone, a compact will be more convenient to bring around with you most of the time.
As goldfies mentioned, try to get Sony A6000 instead. It's a great camera.
PS: I have a used Olympus EPL-5 for sale, which the screen can be flipped over for selfie.

TS is looking for a selfie cam, the A5000 and A5100 would be better choices instead of A6000. I'd recommend A5100 for the better sensor performance.
A5100 is about rm1700 with the kit lens.

rx100m3 would be my choice if budget is not your concern. It is compact and good for selfie.

sorry I didn't notice the selfie part. Only thing is for the price no 4k video which is not important IMO. Simple & easy for TS. Interchangeable might be complicating especially for TS who's graduating from a camera phone.
