Just buy tin milk. Doesn't cost a bomb.

Break down meals into smaller portion. Eat many times but less quantity. In time you'll get used to it. It is hard at first but after stuffing food like you life depends on it. Your appetite will grow eventually.

I believe so. Do you workout/do sports everyday? If yes then maybe that is your problem. You need to have a rest day. For example 1 rest day in between. Or 2 days of workout/sports, 1 day rest, etc. Your body burns more stuff than it consume, thus you stay underweight.
