I just finished Act I in the demo and thinking of purchasing the full game. Is the listed price USD 39.99 including ROS or just for Diablo III?

nope, it only for Diablo III. ROS is separate product and need to purchase separately.

You should buy the bundle version Diablo 3 + Reaper of souls. 59.99 USD. If you buy seperate it cost you almost 80 USD
