[WTA] CPU Fan doesn't work properly - How to do?, CPU fan on/off several times

Hi. My CPU cooler (fan) doesn't work properly. I have used it almost 1 year. It went on/off several times. What should I do? Bottleneck issues or thermal paste should be replaced?
These are the specs for my machine:
MoBo: ASRock N68C-GS FX RAM: 8GB DDR3 CPU: AMD FX 6300 PSU: Corsair VS550 CPU Cooler: Gemin II M4 GPU: Sapphire Vapor R9 270X 2GB GDDR5 OC WITH BOOST

Already checked the fan connectivity and its cable, they seemed to be perfect. The temperature was spiking at that moment because the fan went down and up several times. Never mind, I just replaced a new fan and applied thermal paste. Now it works like charm
