You can sort these cameras in two groups: xxxD and xxD. The 3-digits bodies are Canon entry-level SLRs, and the 2-digits bodies are a step above. (there's also the 4-digits -xxxxD- bodies that are even a step below, but let's omit them).
The main difference is the xxD bodies are bigger, heavier and comes with better controls (extra dial on the back, very useful if you want to shoot in full manual mode), top LCD display. These bodies also feature a higher burst rate mode (higher fps), and better auto focus. Image quality wise, no real difference between xxxD and xxD of the same generation.
On the xxxD side, forget about the 400D and 450D, they are way too old (circa 2008-2009). The 500D was the first to introduce a movie mode. The 550D and 600D are incremental updates to the 500D (no big difference). The 650D and 700D are the most recent models and are virtually identical, but provide a much better auto focus system compared with the older system (same AF as the 60D).
xxD side, the 70D is the latest model. It's a relative modest upgrade from the 60D. The much improved AF is the key difference.
If money is a concern, I would look for a 650D or 60D. For a beginner, the 650D is a very good deal.
That said, Canon just announced two new models last week (won't be available before April): the 750D and the 760D. The 750D is the upgrade to the 700D with a much better AF (same as the 70D). The 760D is totally new and sits between the 750D and the 70D. It's like a mini 70D in many regards.
