bumi applicant very lucky. if under bumi ballot failed, they still get another ballot in Public 

while non-bumi have 1 chance only in public ballot 

application are separate. MIH do bumi balloting 1st. then the failed applicant would be "transferred" to public ballot for 2nd balloting process
