Not to mention that if you make a lot of calls, those with shorter call block will tend to be better in savings as you don't need to pay in full 2 minutes if you use up like 1 minute and 5 seconds.

to be more correct, it is for 2g and 3g where U Mobile don't have their own infra (2g is solely by Maxis, 3g for certain areas where U Mobile doesn't cover).
U Mobile is new so running 2g infra is not cost effective for them anymore since it will be phased out in the later future and it will be more cost effective to share with the existing telcos who have 2g infra. Same case for Altel that's why both of them hop onto other telco's infra for 2g and 3g
