Why Malaysia's Obsession With 2B Lead Standard, 1st World Std in JP, UK and EU is HB? Chat

I noticed that Malaysian bookstores and stationery shops all stocked 2B pencils mostly on shelves.
Why?
The actual standard for most developed 1st world countries today if you go to EU, UK and Japan, their is HB standard.
HB leads are less easier to smudge, neater and and cleaner.
Why 2B? Even B itself is already too much.

Even America, UK and Japan most of their bookstores/stationery shops sell HB as standard.
2B is too dark and can be very dirty because it' easily smudged.
Not good for casual writing and long essays.

If you're just jotting note, than HB is fine. 2B is not just great for exam papers. Its what people use for art and drawing as you don't need to apply so much force. Use the right tools for the right job.

That's the dumb reasoning I'm questioning Malaysian stationery companies. You go to most departmental stores and stationery shops, most bulk pencils sold in boxes ALL are mostly 2B standards. People can't be buying these bulks solely just to sit for exams once in a while. People also want to buy them for office supplies and other uses would they?
