"The development of cooperation with Germany, Turkey and Belgium will commence this year, in addition to transfer deals," the new president director of the company, Silmy Karim, said before attending a meeting between the working committee on state capital participation with Commission XI of the House of Representatives (DPR) here on Monday.

He affirmed that Pindad would cooperate with Rheinmetall of Germany to produce tank ammunition, with FNSS of Turkey to develop medium-sized tanks, and also with Cockerill Maintenance & Ingenierie SA Defence (CMI) to produce 90mm and 105mm caliber turrets.

"The cooperation is being established with countries that are known in the world for their expertise in tank and arms technologies. These ties will be flexible and can also be in the form of cooperation in products or operations, or a joint company," he pointed out.

Karim, who was inaugurated as the company's president director on December 22, 2014, stated that the cooperation was also aimed at meeting domestic demand, besides technology transfer.

"Many countries offered to establish cooperation, but we chose these countries," he remarked, adding that Pindad has sought cooperation with other countries, as well, because of its limited resources.

Moreover, to produce equipment for Indonesia's main weapon system in 2015, the company needs some Rp4.7 trillion.

"It is believed that a funding of Rp700 billion will be allocated for the venture in the 2015 national budget, while some Rp100 will be from internal coffers, and the rest, from partners," he affirmed.

Furthermore, Commission XI of the parliament and Pindad are discussing the government's plan to inject Rp700 billion in 2015 to the company to improve its production lines (Rp593.5 billion) and the development of its industrial product business to support the government's maritime axis program (Rp66.5 billion).

Rp25 billion meanwhile will be allocated to develop production and facilities for learning centers, while another Rp15 billion will be provided for human resource development.

If the government capital participation is disbursed, Pindad will set a revenue target of Rp4.035 trillion for 2019, up from Rp2.1 trillion projected for 2015, he noted.

The company's net profit in 2019 is estimated to be Rp200.7 billion, which is higher than the estimated Rp85.3 trillion for 2015.

“If the MoU on defense cooperation could be signed, this would be good for the development of Indonesia’s defense and economy,” said Yusron.

“With the cooperation, Indonesia’s defense will be stronger while our economy will get a kind of a new injection of strength,” he went on.

Yusron said the defense partnerships could also increase Indonesia’s diplomatic strength both in the region and on the international level.

He refused to provide details on when the MoU on Indonesian-Japanese defense cooperation would be signed, except to say that the signing of the agreement would be conducted during upcoming President Joko “Jokowi” Widodo’s visit to Japan.

“President Jokowi will visit Japan. I expect it will be around March,” said Yusron. (ebf)(++++)

Defense Secretary Voltaire T. Gazmin admitted on Monday that he provided his Japanese counterpart a “military wish list” that could help the country stand up to the challenge of responding to calamities and natural disaster and increased patrol of its territorial waters.

However, the defense chief refused to disclose these types of assets, other than “everything that could address our maritime security.”

Earlier, the Navy wanted Japan to provide them with brand-new patrol boats, which it could be used in patrolling and securing the country’s territorial waters, especially in the West Philippine Sea where Chinese military and paramilitary vessels are a regular sight.

Gazmin was in Tokyo last week for the Japan-Philippines Defense Ministerial Meeting wherein he met with Japanese Defense Minister Gen Nakatani.

Japan is currently locked in a territorial dispute with China over a portion of the East China Sea, while the Philippines is battling off an aggressive China over its territory in the West Philippine Sea.

During their meeting, Gazmin and Nakatani agreed that any dispute should be settled peacefully and without the use of force or coercion, in accordance with basic principles of international law.

They also reaffirmed the importance of the freedom of navigation and overflight in the high seas as they briefed each other on the situations in the East and South China Sea.

Gazmin welcomed Japan’s efforts in actively contributing to the peace and stability, not only in the region but around the world, in partnership with the international community.

Gazmin and Nakatani highlighted the progress of bilateral cooperation and exchanges between the two countries through the high-level exchanges, vice ministerial dialogue and Japan Self Defense Force’s contribution to the relief operations during Supertyphoon Yolanda.

Namun, tidak menutup kemungkinan adanya pesawat lain yang memang memiliki spesifikasi sesuai yang dibutuhkan TNI AU.

"Mudah-mudahan (pengadaan pesawat Sukhoi SU-35) disetujui oleh pemerintah. Semua boleh menawarkan (pesawat), tapi keinginan kita sebagai orang-orang operasional ingin kalau bisa pesawat generasi 4 ke atas," ujar Agus.

Selain itu, alasan TNI AU menginginkan pesawat Sukhoi SU-35 yakni agar perawatan pesawat lebih mudah dilakukan oleh TNI AU, sehingga banyak alasan yang mendukung untuk membeli Sukhoi SU-35.

"Supaya tidak merepotkan teknisi kita juga, jadi kalau bisa pesawat yang sudah ada meningkat lagi generasinya, maka kita lebih baik beli itu," tuturnya.

There was news from last year DSA 2014 that PT.DI is offering the CN-235 MPA to Malaysia and upgrading the existing CN-235 to glass cockpit. Malaysia plans to buy 4 units MPA.

"We hope the government fulfills our wish to purchase Sukhoi SU-35s. All can place orders, but we, as the operators, want jets over generation 4 to be ordered," the air force chief remarked.

One of the reasons the TNIAU wants to purchase these jets is that they will be much easier for the air force to maintain.

"We hope our technicians do not face any problems with the Sukhoi planes. It is important that we purchase jets from the newer generations," Supriatna noted.

Furthermore, the Russian government supports Indonesias wish to buy the multipurpose fighter jet Sukhoi SU-35 to enhance the countrys air force.

"We hope the agreement to buy SU-35s can be realized. Military cooperation between the two countries was established a long time ago. We want to maintain that," Russian Ambassador to Indonesia Mikhail Galuzin said late last month.

The ambassador added that the Russian government was ready for the same if Indonesia decided to buy Su-35s.

In addition, Galuzin pointed out that there was also potential for cooperation to be achieved between the two nations in various fields, including construction, military, and nuclear energy.

"Russia believes that there is potential for cooperation with Indonesia in the construction and military sectors, among others. Also, if Indonesia is willing, we are ready to help in the development of nuclear energy for peaceful purposes," Galuzin stated.

The Indonesian government is still deliberating over whether it should buy new fighter jets to replace the old F-5 E Tigers.

Indonesian Military Commander Moeldoko listed several options for new fighter jets, such as Sukhoi SU-35, Eurofighter Typhoon, SAAB JAS-39 Gripen, and F-16 Block 52+.

Currently, the country operates two types of Sukhoi jets, the Su-27 and Su-30 MK2, which stand by at the Sultan Hasanuddin Airbase of Makassar.(*)

NGV Tech Sdn Bhd has bid for a contract to supply six corvettes to the Royal Malaysian Navy (RMN). The company, a local shipbuilder, ran into financial difficulties while building two training vessels for the RMN.

NGV Tech has partnered Naval Marine Engineering & Logistics Sdn Bhd (NMEL), which lists the crown prince of Pahang Tengku Abdullah Sultan Ahmad Shah as a major shareholder.

“NGV Tech is back with a stronger shareholder set, which includes the royal family of Pahang. With the new shareholders, NGV Tech, through NMEL, will be a strong contender for the contract to supply the corvettes to the RMN,” says an industry observer.

According to a Yonhap News Agency report on Nov 24, 2014, South Korea’s Daewoo Shipbuilding & Marine Engineering Co (DSME) has an order from the RMN for six corvettes to be deployed from 2018.

Three of the patrol vessels will be built in South Korea, while the other three will be assembled here, in a partnership with NMEL, which is the local agent for DSME.

NMEL is 35%-owned by Gading Sari Holdings Sdn Bhd, which is majority-owned by Tengku Abdullah. Other shareholders of NMEL include Mohammad Hafiz Abu Bakar (35%) and Datuk Mohamed Moiz Ali Moiz (30%), through Flagship Logistics & Engineering Sdn Bhd.

NMEL states on its website that it is in partnership with NGV Tech, which is the main contractor. NGV Tech will provide facility management — the infrastructure and immovable facilities for shipbuilding, ship repair and maintenance activities at its planned shipyard in Tanjung Agas, Pekan, Pahang.

NMEL also states that it has leased 200 acres of land in Tanjung Agas for the shipyard for 30 years, with an option to extend. The company lists the RMN as its client. It also lists Remontowa Marine Design & Consulting, a Polish marine and offshore design company, and DSME as its partners. 

The contract to build and commission the six corvettes, however, requires the approval of the federal government. Both NMEL and DSME have not disclosed the value of the deal.

Defence industry observers estimate the cost of building one vessel at RM600 million, depending on the armaments and technology used. DSME revealed the corvette model during the Defence Services Asia exhibition held in Kuala Lumpur last year.

The Ministry of Defence and NMEL had not responded to queries from The Edge at the time of writing.

NGV Tech’s financial difficulties

In 2010, NGV Tech, then helmed by Zulkifli Sharif, was awarded the contract to build two training ships for the RMN for a contract value of RM294 million. The project was also a partnership between NGV Tech and DSME, with DSME providing the technology.

The vessels were supposed to be delivered at the end of 2013. However, NGV Tech’s assets were reportedly seized by bankers after it ran into financial difficulties, jeopardising the commissioning of the vessels. NGV Tech’s shipyard was then in Sijangkang, Banting, Selangor.

According to industry observers, a new shipyard has been appointed to complete and commission the vessels, named Gagah Samudera and Teguh Samudera. However, no announcements have been made by the government on this yet.

NGV Tech’s financial difficulties then could have been due to its rapid expansion in 2009. The company had extended its shipbuilding operations into Batam, Indonesia, and had plans for a 100-acre shipyard in Brazil to serve the booming oil and gas industry there.

Financial information on NGV Tech is scant. Its latest filing with the Companies Commission of Malaysia is for the financial year ended June 30, 2007. The company made RM17.83 million in FY2007, on the back of RM207.2 million in revenue.

In an interview with a local newspaper in 2009, NGV Tech executive chairman Zulkifli said the company had RM2 billion in orders, and projected a turnover of RM900 million that year. It was also reportedly acquiring a 66% interest in South Korean shipbuilder TKS Co Ltd for US$76 million (RM271.97 million at current rates).

Although the contract for the six corvettes has been reported in South Korean media, there is no official word on it from the government or the RMN.

Contracts for the supply vessels to the RMN have been fraught with delays and budgetary issues.

Previously, PSC-Naval Dockyard Sdn Bhd (PSCND), a subsidiary of the now defunct Penang Shipbuilding Corp Bhd (PSC), was awarded the contract to build six vessels at a cost of US$270 million each in September 1998. This was part of the RMN’s plan to acquire 27 vessels to modernise the service, under its New Generation Patrol Vessel (NGPV) programme.

The contract was plagued by setbacks, with the first hull completed by PSCND failing its pre-delivery sea trials due to technical problems and quality issues. It was also beset by financial irregularities at PSCND, with budget overruns and suppliers not being paid.

The government eventually intervened to salvage the NGPV programme from further delays and cost overruns. PSCND was later acquired by Boustead Holdings Bhd in 2005, and renamed Boustead Naval Shipyard Sdn Bhd.

SHAH ALAM: IN my report on the IndoDefence 2014 in November, I mentioned that “according to a report by Jakarta Post, PT Pindad officials claimed that Malaysia had bought 32 Anoa APCs from them.

The Post story stated that deal was on hold due to Malaysia’s insistence that part of the procurement be paid partly through a barter trade involving Proton made cars.

Late last year, an industry source told me that an LOI to procure the Anoas had indeed been issued to Pindad several years ago. But even this source was unable to say when the deal will be finalised.

Today (Feb 7, 2015), that mystery is answered, sort off following the visit of Indonesian President Joko Widodo. As reported by The Star newspaper:

“Proton Holdings Bhd has signed a memorandum of understanding (MoU) to develop and manufacture an Indonesian national car.

The MoU was signed between Proton and its Indonesian partner, PT Adiperkasa Citra Lestari, at a ceremony at the Proton Centre of Exellence here yesterday

The signing of the MoU was witnessed by Prime Minister Datuk Seri Najib Tun Razak, Proton chairman Tun Dr Mahathir Mohamad and Indonesian President Joko Widodo.” The full story here

I know I am assuming too much here but it pretty looked like “National Interest” card is being played out. And as usual it is the Malaysian Armed Forces that will have to carry the burden.

If the statement made by the Pindad officials as reported by Jakarta Post is true, the MOU signing with Proton yesterday probably will lead the way to the final contract.

In the 90s, a similar deal involving Proton was inked with Indonesia (Proton cars for SME Aerotiga trainer aircraft) though it did not translate into any meaningful business relationship between both countries. Indeed the export version of the Aerotiga aircraft ended up with the RMAF instead with only a small number of Proton cars actually exported to indonesia.

Apart from the Anoas, it is also likely that if we choose to fund MPAs in RMK11, we will be ordering CN235s from Indonesian Aerospace, formerly known as IPTN. The siX 235s already in service with RMAF were also manufactured by IAE.

How about the German Tiger UHT? It has a mast-mounted sight. Shame it can only fitted with gun pods instead of the GIAT 30mm chin gun as according to wiki due to the Germans dissatisfation with the heavy recoil of the gun.

The Indonesian Military commander general Moeldoko has listed the US F-16 Block 52+ Fighting Falcon, Eurofighter Typhoon, Swedish JAS 39 Gripen fighters, in addition to the Su-35 as the potential candidates for the F-5 replacement programme.

Russia has already signalled its readiness to supply Su-35 fighters, if they are selected by the Indonesian Government.

Russian Ambassador to Indonesia Mikhail Galuzin earlier told the news agency: "We hope the agreement to buy the Su-35 can be realised.

"Military cooperation between the two countries was established a long time ago and we want to maintain that."

Meanwhile, the Indonesian Government is still considering whether new fighter jets should be procured for replacement of the old Northrop Grumman-built F-5 E Tigers.

Around 11 F-5E/F fighters are currently flown by TNI-AU's Air Squadron 14, headquartered at Iswahyudi Air Force Base, for a range of combat missions.

The Su-35 is an upgraded variant of the Su-27M Flanker. It is an advanced capability air superiority fighter and is designed to simultaneously engage multiple air targets using both guided and unguided missiles and weapon systems.

The aircraft is designed by Sukhoi and manufactured by Komsomolsk-on-Amur Aircraft Production Association. It is currently used by the Russian Air Force.
