Let see if MS can come out with the implementation. Otherwise they would not list it as a "third party integration". Third party here means other besides MS. Right now even Android and iOS do not have this feature. If WP has it then it will become a unique selling feature. Google Hangout only integrates sms with google's own gtalk.
*
Sorry about that, that was my mistake. Currently it's limited to just Skype. Microsoft says it’s only going to support carrier messaging services, SMS, and Skype with this tight integration, so don’t expect to see WhatsApp or Facebook Messenger appear in the Windows 10 for phones messaging app. (Source)

I was about to get excited about the feature! Thanks for clarifying. But otherwise all other features are also good. Voice dictation, can it support other languages besides English?
*
I suspect it's using Cortana voice recognition, so it'll probably support whatever language Cortana supports.

Statements from Gabe Aul :

"We discovered this morning that there was an error in the database for provisioning record data, which is required for new phones to join the Fast Ring through the Windows Insider app. The team has been working to correct it but the load on the provisioning data servers has made all operations extremely slow. To fix the issue, we are taking the service offline and updating the provisioning record data for all 5100 phone POPs. It will take approximately 2 hours for us to make the update, and validate that everything is working. This is a different service from Windows Update, so Insiders who are currently on 9941 should be able to update their phones if they are already in the Fast ring. If they are in the Slow ring they will encounter the same issue with provisioning data. We apologize for the delay on this and are working to ensure it never happens again.'

Windows 10 Technical Preview Build 10136 (Fast ring) now available for phones

Note :
Only offered to phone running Windows Phone 8.1, Build 10080 will have to revert to 8.1 using WPRT

What's new :
- Tons of fit and finish changes
- Improvements to Cortana
- Photos and Camera improvements
- One-handed use

Fixed issues :
- We have fixed the MMS bug in Build 10080, and you should receive MMS messages normally.
- We have fixed the issue where touch will stop responding on the Lock screen preventing you from swiping up to unlock your phone.
- We have fixed some visual glitches in Action Center when expanding/collapsing.
- We have fixed the issue where the text in the People app was too small.
- When you toggle the Wi-Fi quick action in Action Center, it now disables/enables Wi-Fi instead of taking you to the Wi-Fi Settings page. This was one of the top 5 pieces of feedback we heard from Windows Insiders.
- Your Start screen background should be scaled correctly now.
- You can add a detailed status to display on your Lock screen from apps like Outlook Calendar without having the Settings app crash.
- We also fixed the issue where a mouse cursor would appear when pressing the back button on your phone.
