If we buy something from overseas merchant via paypal let say in Yen using Amex

The yen will be converted to US dollar first and then converted back to RM right?

Seeing as to that US dollar is at an all time high does this mean any foreign purchases in other currencies will result in a much higher conversion rate then ?

It is more expensive now to use amex for foreign purchases ?
