I use Roamer app. Just before going overseas I set my phone to forward all calls to a local Roamer number
When reach oversea I insert local SIM card. When there's a call coming in, Roamer will call my local SIM. Calling using Roamer also cheap |

Whatsapp allows you video calls or voice calls over internet. So this voopee is only useful for calling or receiving calls from landlines. But in this day and age who doesn't have mobile phones?
