nope, never, but usually this case LEGO will ask you to go back to the shop for one on one exchange. . .

Well, the shop here reluctantly to change for me,said I should get it done with Lego myself

then file a request at LEGO see they give you whole bag or not, if they reply cannot, then print that mail bring to the shop and exchange lor.

Lego is kind enough to mail me the missing bag in my Sydney opera house
It will arrive in weeks though

i experienced it one time, when building it then suddenly
a mild panic attack when i couldnt find a piece .. thought it was missing.. but then it was hidden under some pile

btw .. its a lego shop that refused to change another set for you? if happen at toysrus, probably u will get your 1:1 exchange
