One is wheat flour, the other is corn flour. Can't remember which is which, but I'm guessing tortilla is corn since that crop is more prevalent over in Mexico than India.

Texture yes, taste not really but hard to tell the difference really. Tortilla is eaten stuffed with a chili or something other mexican side dish. Chapati, you wrap around some Indian side dish than dip into dhal.
