Abandoned cars by the road side

Yup some are left by the highway for months. Why majlis or whatever don't tow away such vehicles when they could cause an accident? There was one "abandoned" just before the toll booth on Mex for many months. Sure enough, one day a car rammed into it.
there is also one at serdang... the stupid owner just abandon it and the car tail is in between lanes... cilaka all cars need to brake and avoid the tail... but last week the road contractor repairing the road pushed the car aside liao... and the car contractor actually repaired the part where the car parked... so i assume the road contractor push the car away first... repair the road then push the car back to its original spot...
