2. Maybe try to install windows with only 1 RAM attached (in case if you have 2 or more) .
3. Revert back BIOS settings to default
4. lastly it might be a buggy hardware. you can just unplug your LAN card, your gpu, your audio card etc to see whether your computer can start properly
