My friend told me that Maybank blocks Steam due to after CNY, large amount of credit cards are stolen to buy games without payment. 

You can ask some of the sellers to help you buy. Or your friends if they have cc. Or you can use molpoints.

I think it is, better than SimCity 2013 of course, and I play the latest SimCity too. So far I haven't heard much negative of the game, so it's a good sign really.

Oh and remember, expect to have quite a lot of dlc's for this game as well since the publisher is Paradox Interactive. But there is mods and steamworks, so there is probably gonna be a lot of content hopefully.
