i think the issue is what cooling solution will AMD employ to cool it

R9 290X reference cooler is horrible. unless they make the jump to something like R9 295X or those ASUS,Giga, MSI etc coolers, 300W is pretty massive hurdle to maintain best clock performance

frankly, low TDP hardware works best if
1. youre building mITX system where cooling is a huge concern
2. you actually cared of the savings per year from using less power hardware
3. youre on a mobile device

but were on a desktop, power consumption shouldnt affect us that much (unless youre extremely sensitive to minor changes in electric bills)

IMHO, impossible. im on a GTX780 that was supposedly overkill for 1080p. yet im getting fluctuating frames on games that i should breeze through (no, im not even CPU bottlenecked yet)

the only way for you to confirm a solid 60FPS, is to lower graphical details. dont even think of touching AA settings unless you want to see plummeting frames whenever a graphical intensive scene appears

and dont be too fussed on 290X's power requirements. i OCed my GTX780 quite high even with a 650W and my PSU isnt even struggling to juice it up. you rarely see GPU throttled by lack of power unless you deliberately feed it lack of power

you dont need a 1000W

even a solid 850W Gold is good to go for dual CFx/SLi setups

the 620W is fine, just use it first. if you started encountering lack of power symptoms then only you upgrade. (ie. PC shutdown while under intense load)

just do a little test before making PSU purchase. plug in new card, run Furmark for 15mins. if it passes that, you should have no issues already.

this is not applicable for all scenarios

most 3rd party GPU coolers like Strixx, Windforce, Twin Frozr are already pretty quiet even under heavy load at 70% fan speed (you dont even need to ramp up speed cause its damn efficient already)

when idling, theyre on 0db mode as well. if you can hear noise from that, its either electrical noise from the parts or your case fans

only when during reference cards is where higher TDP might equate to more noise. but frankly, i dont even find my 780 at 50% noisy. only when i ramp up to 80% is where i consider pretty noisy.

tldr : GPU coolers these days are pretty efficient to the point they can dissipate even 300W of power with no need to spin fans at 6k RPM (cept AMD ref cooler, that thing is just plain bad)

dont bother, on latest games, turning on anything >2x MSAA will kill your FPS faster than you can say " Not Enough VRAM!"

youll hit GPU perf limit before hitting the VRAM limit

graphic card wise, you should have no issue using any modern day graphics card as they should be using the same connector

processor wise, the Extreme series is said to be still have enough juice though, provided you overclock

depends on the resolution youre gaming at

1080p? 1440p? 4K?

for 1080p, a single 7970 is still pretty powerful.

for 1440p, might struggle for certain games

at 4K, youre looking at most low-med graphical settings

whats your budget? wouldnt recommend SLi/CFx unless you are prepared to deal with extra heat output and stuttering issues

just go either a GTX980 or R9 290X

yeah it was, so eventhough my GTX660 had no issue running Skyrim at >60FPS even with mods, the CPU suffers intensely during outdoors

frames were jumping from 22-60FPS, its like a roller coaster
