GTX 980 strix = RM 2299; While,
290X lightning + CM V1000 = 1260+649=1909;

this is the major dilemma i'm encountering. I really do hope I can get around with my 620W PSU. Then the total cost of getting 290X will be significantly lower and i can get some SSD to play from the money saved or i will just save the money..

you dont need a 1000W
even a solid 850W Gold is good to go for dual CFx/SLi setups
the 620W is fine, just use it first. if you started encountering lack of power symptoms then only you upgrade. (ie. PC shutdown while under intense load)
just do a little test before making PSU purchase. plug in new card, run Furmark for 15mins. if it passes that, you should have no issues already.

this is not applicable for all scenarios
most 3rd party GPU coolers like Strixx, Windforce, Twin Frozr are already pretty quiet even under heavy load at 70% fan speed (you dont even need to ramp up speed cause its damn efficient already)
when idling, theyre on 0db mode as well. if you can hear noise from that, its either electrical noise from the parts or your case fans
only when during reference cards is where higher TDP might equate to more noise. but frankly, i dont even find my 780 at 50% noisy. only when i ramp up to 80% is where i consider pretty noisy.
tldr : GPU coolers these days are pretty efficient to the point they can dissipate even 300W of power with no need to spin fans at 6k RPM (cept AMD ref cooler, that thing is just plain bad)
