Caveat = An action to create an interest.
Normally caveat is entered when there is an interest towards the property.

Case 1: A and B is the son of Ah Beng. When Ah Beng die, A transfer the property of Ah Beng to his name without B knowing. When B found out the fraudulent transfer, he enter a caveat against all the property and take legal action against him.

Case 2: A pays Rm10k earnest money to B for B house which B wants to sell. In order to secure A own interest on the said property (eg A don't want B to resell to other), A enter a caveat against the property.

Charge = An action to create a claim or lien.
Normally charge is entered when there is a consideration involved. E.g. money. Say A need Rm1mil. Therefore A charge (pledge so to speak) his house to Bank for the Rm1mil.

The top is only some example.

Based on the example that you mentioned earlier. Bank will charged the said property. Not caveat. After the borrower sign on the dotted line and release of money, a Charge is entered. The Charge action creates a claim/lien on the said property. In case the payment is defaulted or whats not, the Bank can claim the said property and do whatever necessary to recover the money loaned such as auction.

Im not lawyer but this is what I can explain in layman terms lah... Maybe boss bearbearwong can give a few legal pointer towards these two action... Boss bearbearwong please?
