can u help me to build new pc

[Budget] below 700..more cheaper more good

[Purpose] just for surfing, watching and streaming hd movie..and litlle casual gaming

[Hardwares that will be re-use] wd green 500gb, monitor, mouse, old pc casing,

[Monitor resolution] 720p

[Games & softwares that use frequently] chrome,

[Personal preferences] my old laptop are dying now..always lag here and there..720p youtube are bearable but 60fps youtube just imposabble.....i dont have a lot money to buy new laptop..so build new pc is my only option..

my old psu died..so it will out of my budget..how about amd..i'm thinking to get amd a6 6400k..
