Get Intel Core i5 4460, it beats AMD in gaming. As for brand, Asus, MSI and Gigabyte are "premium" brand in Malaysia here and tend to have higher "premium" price compared to other brands so if you are on tight budget, just get the cheaper brand and variant, it will just do the job fine, performance difference is small. As for PSU, for non oc build and Nvidia 9xx series card, 500W is already enough. And you don't need performance RAM, it won't help much in terms of performance, just get the value RAM. WD Black is overpriced, for 2TB, I would go for Seagate Barracuda, much cheaper. And lastly, if you are not going to oc, stock cooler will do the job fine but if you want it to run cooler, air cooler like CM Hyper 212X is a good choice.

The prices for the parts you stated above are outdated, hard to find those items at those prices now.

I will go for monitor because I have bad experience with HD TV, the text is not clear and the ppi is way lower than monitor which hurt my eyes. Low and mid end monitor normally have VGA, DVI, some of them have HDMI, higher end monitor will have DisplayPort. If you are using premium HD TV then I think it should be ok, just don't sit too near to it.

R9 280 comes with only 384 bits and I don't see any 2GB R9 card is more expensive than it.

About the aftermarket cooler, some of them are having more heat pipes which is more efficient in cooling the processor, some are expensive due to brand and the design.

Yes I know you are not talking about water cooler, the heat pipe I mentioned is something like this



The amount of heat pipe (bronze color) on the heatsink plays on important role in heat dissipation.
