May I know what is cooling period to re-apply for HSBC card?

12. The maximum Cash Back on Petrol and Groceries is capped at RM5,000,000 from throughout the
Campaign Period and will be awarded/given out on a first come, first served basis. This Programme shall run from 1 January 2015 until 31 December 2016, both dates inclusive (“Programme Period”). May I ask, the 5mil is for the entire period from Jan 15 to Dec 16 ?
