All common area and roads must surrender to local authority once your development is completed. It's requirement under local by law for traffic management, irrigation system and etc. Otherwise who to blame when your longkang sumbat or nobody pick up sampah every morning?
For DPC case, it gonna take many years before dpc fully developed. So, dpc can keep the road close as long as they still have land. Correct me if I'm wrong.
IMHO I don't think dpc will open the road to SPK. Often than enuf u will see cars queueing at SPK guardhouse to enter. It will only benefit SPK if the road is open and burden to dpc for high traffic and damage to the tarmac.
