i try torrent some files which has around dozen of international peers and no local peer. the speed is very slow, like 0-1 kbps. but still i manage to finish the download after a very long time.
so i guess you can still download from international peers, only much more slower.

the only way to get a fast speed is when the torrent has many local IP. and such torrent that is popular are either latest Jack Sparrow copy of movie or those pr0n. so Tmnut limiting the download will make more people download latest movie and pr0n. is that good or bad?
