Does he have money? He could open a company with RM500K capital and stay here depending on renewal of work permits.
I have a customer that was planning to do the same, but I've advised him to go to UK instead - easier to get citizenship there.

Most EU countries are similar - I believe now you work there for 5 years and can take citizenship. Canada isn't too difficult either. As long as you have money and a viable business and can employ a few people it isn't that difficult
