i went and sign my loan agreement today. Apparently the lawyer told me that originally the transfer of the land title to Sinerjuta got problem, which is why they delay like almost a year. Currently it was told the land title can be transferred already, the lawyers are preparing both phase 1 and phase 2 to send to developer for approval and then stamp! Bad news is the 52 months will begin from the stamping date 

Why only S&P is free ? My agent told me the developed will pay all.the cost including bank loan agreements and S&P legal free.

Sorry to hear that. It's either you understand wrongly or your agent give you wrong info. I guess everyone that has bought this project also need to bear the loan legal fee. You are not alone.
