A bit too low temp. What cpu hsf are you using? What app are you using for monitoring the proc temp/

Just get my 3600+ Brisbane and Biostar TA690G with a pair of Mushkin DDR2-667 1GB. I want to OC, but even running at stock, my cpu-z shows
Core Speed: 1000 MHz
Multiplier: x 5.0
Bus Speed: 200 MHz
HT Link: 800 MHz ( I change it at BIOS)
How do I get 9.5 multiplier? I've been trying around, but none change it. And also I didn't find CnQ features too
I think you're running the CnQ. Run a CPU intensive program and I'm sure it will go up to normal speed. Use some program like Orthos to stress the CPU...Core Speed: 1000 MHz

Do you want to run CnQ?
