If on price then very easy. Just keep applying for lower and lower requirements / pay jobs until someone offers you something.

Yes it is an official restriction. In many / some people's experience, they don't enforce it within reason e.g. few days at a time. However past don't enforce doesn't mean they can't suddenly tomorrow decide to enforce, so at your own risk.
