Fyi, all the R1 games I've bought for my PS4 have all had Spanish covers for some weird reason, not sure exactly where the suppliers are getting the R1 copies from. And The Witcher 3 is no exception.
But the game content is all English like normal US R1 copies so no worries there. It is an annoyance if you're a collector though.

as far as i know, yes. i bought resistance 3 or something during ps3 era and it stated R All, and it was actually R1.
a sure thing to know R1 or not is the ESRB rating at the lower left corner of the game cover, the black and white box with T for Teen, M for Mature, etc.
