That's what the safety instructor said. We test drove Honda Hybrid cars around a circle 2 times to experience VSA activating. I drove over 50km/h and the Civic Hybrid began to oversteer as the VSA unable to cope...
Here's a video during the safety driving course when the ABS module is disabled and driving 45km/h then jam brake on the plastic sheets with soap water to simulate wet road conditions...
