Yes, surely it will.

In my old house, it took around 15 years ~ 20 years to have enough rust on the cover until holes start to appear.

Back then I just made a cement based cover and cover it up.

Cover with Sand mean it will block the drainage, and will give you nightmare.

yup. Get some ply wood to make the size shape of the cover. Steel net, cement, small stone and sand. And don't forget make 2 handle.

Or look for nearby who reno house. Give some money to those indo to make for you. Not expensive I guess.

Cover with bricks or decorative stones. Then put a potted plant on top of it. Like this you can still access the manhole when needed.

Options that you have,
1) Concrete cover (Ready made of cast insitu)
2) Cover with stone
3) Cover with artificial grass
4) Relocate the manhole

Why need to raise 5 inches for artificial grass?
By the way, you can raise the manhole too, then just cut a separate piece artificial grass put on top of the manhole. Like a ceiling access panel concept.

The common would be iron.

What is your definition of 'better' ?

If you worried about rust, check whether you can galvanished (similar to road lamp post ) or alternatively paint over it.

Change it into cement with internal steel reinforced manhole cover, no need to worry about theft and rust too.
