Ipad 4 screen flicker, Is this hardware issue?

Recently i noticed a small area at the bootom of the screen tend to flicker when i turn the brightness all the way to 100%. Anyone xperience this? Could this be faulty screen. Btw, when i lower the brightness down, the flicker is gone.
