I planned to have a meal session with both my family and my wife's family, also our very close friends after my R.O.M ceremony. Is there any nice and budget chinese restaurant (Halal if possible) in putrajaya or nearby putrajaya? Around 28 ppl including both of us.

Don't think you can find any budget chinese food at putrajaya. If your budget is more abit, I believe you can check out JW Marriott or Alamanda Putrajaya or you can try out IOI City Mall.

If you are looking for a lower costing place, closest I know of is at Dengkil, but I think only got non Halal ones only.

What about Summer Palace restaurant in Marriott Hotel Putrajaya?

Google putrajaya hotel, call them out
for buffet. may be ranging from 80-140
per pax.

Not cheap.

another choice is putrajaya lakeside, just
next to Pink Mosque, it is underground. but need
to book ahead as you have around
30 pax.
