I dont see the connection of using Steam on a new PC will get your account VAC banned. I dont know how you arrived at that conclusion. You can use your Steam account on as many PC as you like but at most, you just need to enter the verification code to login to a new PC.
And never install aimbots, wall hacks and so on into the games you are playing. If you did not install any cheats, there is nothing to worry about VAC banning you.
The cheats that are not allowed are wallhacks, map hacks, aimbots, game hacks and other software that will give you an unfair advantage over players. There are cases that some small tweaks for increasing MW3's FoV also had some players banned but if you are in doubt, then dont use it.
You can play on any secure servers. I dont get why you think you cant. Most servers on Steams are VAC protected.
I dont understand your last question.
Doesnt feel right, you are giving me an impression that you had hacked a game or something. Why worry if you had never done anything wrong?
